Where'd Our Time Capsule Go? Did We Even Have One?

Elkhart, Indiana officials buried a time capsule in 1958, to be opened in 2008. Maybe. They can't find it. They're not even sure it exists.

Sounds just like the sort of government we have in this country, doesn't it? Basically incompetent?
