What's The Common Denominator?

The Navy Times does a story on Congressional nominations to the Naval Academy.

The writers seem sort of puzzled that Charley Rangel, Nancy Pelosi, and Barbara Boxer nominate so few people to the Academy.

Yah, it's a real head-scratcher, ain't it?
