Civic virtue in recent years in UK has been stifled by Labour government policies that coddle criminals and penalize the law-abiding who don't wish to be victimized. It's the same old story that we saw in the US before the election of Ronald Reagan in 1980.
Perhaps the Founding Fathers were a bit lax in not adding it to the Bill of Rights:
The rights of the criminal to due process shall never be assigned a higher value than the rights of his victim to safety and security.
(I'm not a lawyer or law professor, so I don't know if I worded that correctly.)
