Should she have been doing it? No. She was married with children of her own. She was a Scout leader, a position of trust. She broke both her vows and and her Oath.
Still, your initial reaction is correct. It's not the same. It's not even the same as if it had been a older man and a 15 year old girl.
We have tried to reduce everything to gender equality, but it doesn't work that way. Is the kid ruined, scarred for life? No. Can his parents make this more than it needs to be? Very likely. My guess is that he was a very willing participant, and what he needs now is a heart to heart to lay out the issues of making adult choices in his own best interest.
