The weather has to be perfect for USS Constitution to sail under her own power in the open ocean.
You know, if President Obama had any sense, he'd make sure to be onboard Constitution for that cruise. He couldn't ask for a better media opportunity.

@Old NFO: I agree, I just think it would be great free campaign publicity for him were he to do it. It's unlikely any of his people will think of doing it, though.
Nah, he hate the military too much. Not to mention that most of the people are interested in things like the USS Constitution (or the document it is name for) wouldn't vote for him under any circumstances.
