The city of Granada, Spain, writes a city ordinance forbidding excessive noise between 3 and 5 in the afternoon, the time period of the traditional Spanish siesta.
The siesta is more easily understood if you've ever experienced a Spanish summer. A quiet rest in the stupefying heat is a blessing, especially where air conditioning is still uncommon.

In a country whose cities tend to be made of stone and walled, you would appreciate the quiet.
The youths take particular pleasure in speeding around on modified mpeds and scooters, sportin' 50cc motors with the mufflers removed. The cacophony is deafening.
@Barco Sin Vela II: *nods* and every hole-in-the-wall bar has a TV turned up full blast, too. I remember one local bar in Rota that would shoot off fireworks everytime Spain scored in the soccer World Cup.
