Nothing New About Those Rules

"This week’s issue of Navy Times outlines how the Navy plans to fill a surplus of sea-duty billets: New rules allow detailers to yank sailors off shore duty sooner and to extend sea duty for others."

Needs of the Navy has always been the only rule in effect.

Well, it beats press gangs. Can you imagine being an MA on shore patrol then?

Well I guess 15 yrs of sea duty compared to 5 yrs shore wasnt good enough? Glad I'm gone.

The ratio of sea- to shore-duty always varied by rating, for enlisted folk. But you're right: needs of the Navy.
